I was awarded the Harmsworth Scholarship by the Honourable Society of the Middle Temple and called to the Bar of England and Wales in 1998 [“the Bar”]. I practiced as an independent barrister for 16 years in a specialised criminal chambers. Whilst at the Bar, I was twice elected by members of the Criminal Bar Association [“CBA”] to the CBA Executive Committee. Part of my responsibilities included responding to government papers on any significant changes to criminal law practice. During my first term as a CBA Representative I was invited by the then Chairman to form part of a sub-committee dedicated to provide educational courses to its members. Through my tenure as a member of the CBA sub-committee I was actively involved in the training of all criminal barristers on new legislation and changes within the practice of criminal law, including the Human Rights Act and the Proceeds of Crime Act.
In 2014 I took up the position of Crown Counsel at the Cayman Islands Office of the Director of Public Prosecutions [“ODPP”] specialising in financial crime and international cooperation. Upon taking up the position of Crown Counsel with the ODPP, I further developed my expertise in the prosecution of financial crime. I have prosecuted the majority of the financial crime cases in the Cayman Islands since 2014.
In 2021 I was appointed Assistant Director of Public Prosecutions, heading the financial crime and international cooperation team.I am responsible for the ODPP’s responses to all matters relating to IO2 International Cooperation; IO7 (Money laundering prosecutions and sanctions); IO8 (Proceeds and instrumentalities of crime are confiscated) IO9 (Terrorism Financing); IO 10 (Terrorists, terrorist organisations and TF); and IO 11 (Proliferation Financing).
WGFI Sub Working Group
In October 2019 and April 2023 I was of the WGFI Sub Working Review Group, participating in the review and
analysis of two Draft 3 Mutual Evaluation Reports
CFATF Legal Assessor
Upon competition of the FATF Assessor Training in March 2022, thereafter I was appointed Legal Assessor for a 4th Round MER [IO1, IO2, IO5, IO9, IO10, IO11].
Joint Group
In February 2024, I was nominated to complete the ICRG Reviewer Training and I am now a Reviewer for the ICRG Americas Joint Group.
